The Whirlwind follows Park Dong-Ho, the resolute Prime Minister, who becomes disillusioned by the rampant corruption within the government. The president himself is entangled with powerful conglomerates, known as chaebols, further tilting the system towards the rich and unfair.
Determined to enact change, Park Dong-Ho takes a drastic step – assassinating the president. This sets off a whirlwind of events, as Deputy Prime Minister Jung Soo-Jin vehemently confronts him. A fierce political struggle ensues, with Jung Soo-Jin representing a more pragmatic approach to reform.
